Efficiency Manitoba’s Home Insulation Rebate Program

Efficiency Manitoba’s Home Insulation Rebate Program offers rebates to homeowners to upgrade the insulation in their existing homes. Eligible homeowners may receive a portion of the insulation cost.

  2. Apply Through a Registered Contractor or Retailer (Cold Country Spray Foam!)
  3. Gain Approval
  4. Insulate & Settle Your Invoice
  5. Complete & Submit Final Documents Within 30 Days of Insulation Installation & 12 Months of Approval
  6. Receive your rebate!

Eligibility to qualify for the rebate:

Your home qualifies if:

  • You are the homeowner and the home has an active Manitoba Hydro account;

  • It is detached, semi-detached, or a mobile/modular home on a permanent foundation with a permanent water supply, and intended as a residence;

  • It is your principal residence or your tenant’s principal residence occupied year-round.

  • Your home was built before 1999.
  • You have not started insulating yet, purchased any material, removed drywall, stucco or insulation.
  • Your contractor is registered with Efficiency Manitoba (Cold Country Spray Foam!)

Projects that are not eligible for this program:

  • Homes built in 1999 or later.

  • Unoccupied Homes.

  • Garages, Porches, Sunrooms & Verandas.

  • Seasonal Homes, Cottages & Cottage Conversions.
  • Homes Under Construction or Renovation.
  • Projects that replace existing insulation.
  • Apartments, Vacation Rentals & Outbuildings.
  • Converting Unheated Spaces to Heated Spaces.
  • Projects in Progress
  • Completed Projects
  • Mobile Home Skirting

Efficiency Manitoba may visit and inspect your home at any time from the date of approval until 12 months after installation. They also reserve the right to change or terminate the Home Insulation Rebate Program at any time.

Insulation Requirements (2022):

Insulation must be new, purchased in Canada, and must have a verifiable R-value as determined by the Canadian Construction Materials Centre.

To qualify for a Home Insulation Program rebate, insulation must meet the following Power Smart levels:

Attics

  • Existing Insulation: R-30 or less.
  • The final R-value for attic insulation: R-50.
  • Insulation added above total final R-value of R-50 will not be rebated for attics, flat, and cathedral ceilings.
  • A minimum of 100 sq. ft. must be insulated.
  • Projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Rebate Amount: $0.02 x R-Value Added x Square Feet

Cathedral or Flat Ceiling

  • Existing Insulation: R-30 or less.
  • The final R-value for cathedral or flat ceiling insulation: R-28 to R-50.
  • Insulation added above total final R-value of R-50 will not be rebated for attics, flat, and cathedral ceilings.
  • A minimum of 100 sq. ft. must be insulated.
  • Projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Rebate Amount: $0.02 x R-Value Added x Square Feet

Attic Kneewall (vertical wall)

  • Existing Insulation: R-8 or less.
  • The final R-value for attic kneewall insulation: R-24.
  • Insulation added above total final R-value of R-24 will not be rebated for attic kneewalls.
  • A minimum of 100 sq. ft. must be insulated.
  • Projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Rebate Amount: $0.02 x R-Value Added x Square Feet

Wall Cavities

  • Existing Insulation: R-12 or less.
  • The final R-value for wall cavity insulation: R-12 to R-24.
  • Insulation added above total final R-value of R-24 will not be rebated for wall cavites.
  • A minimum of 100 sq. ft. must be insulated.
  • Projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Rebate Amount: $0.04 x R-Value Added x Square Feet

Exterior Walls

  • Existing Insulation: R-0.
  • The final R-value for exterior walls: R-3.75 to R-10.
  • Insulation added above total final R-value of R-10 will not be rebated for wall exteriors.
  • A minimum of 100 sq. ft. must be insulated.
  • Projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Rebate Amount: $0.10 x R-Value Added x Square Feet

Foundation Walls (natural gas)

  • Existing Insulation: R-0.
  • The final R-value for foundation walls (natural gas): R-24.
  • Insulation added above total final R-value of R-24 will not be rebated for foundation walls.
  • A minimum of 100 sq. ft. must be insulated.
  • Projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Rebate Amount: $0.04 x R-Value Added x Square Feet

Foundation Walls (electricity, fuel oil, propane and wood heating)

  • Existing Insulation: R-12.
  • The final R-value for foundation walls (electricity, fuel oil, propane and wood heating): R-24.
  • Insulation added above total final R-value of R-24 will not be rebated for foundation walls.
  • A minimum of 100 sq. ft. must be insulated.
  • Projects that include replacement of existing insulation are only eligible for the additional R-value added.
  • Rebate Amount: $0.04 x R-Value Added x Square Feet
